It looks like he’s rolling his head to crack his neck. Yeah it is an awkward moment, but I’ve seen plenty of people move like that when cracking their neck. It doesn’t mean anything unless you can prove otherwise, which you can’t, so you just end up looking really pathetic which ends up helping Trump.
