I think that they would have hiked the prices again regardless of chip costs.
Normally you try and cost reduce the BoM and split the difference. RAM seems to be out striping any cost savings you can normally make updating the hardware.
Maybe they could just sell an empty ps5 case with flashing lights, for embarrassed gamers
