The Supreme Court already shot down the best questionable legal tool they had. That’s the one they used first. The rest of them are far worse. They’re just buying time, they know it will take another year to get this one shot down.
There’s another aspect to this. Since they know it’s illegal and will get shot down, they’re positioned to make money off of it in the process.
That’s all of it down the list. Resource concentration is the point. Hoarding. Control.
