I’ve seen one article parroted by Russian propaganda engines saying thus. Never seen a video or any other sources saying it.

What he said was that Russians aren’t like Ukrainians. More Asian than Ukrainians are and that they think differently.
Context is important and your poorly translated version is NOT what he’s saying. He’s not saying all Asians are subhuman- he’s saying they have a different past and are influenced by it. He’s saying Russians are more violent based on where they come from and the past they’ve had. This is something he hadn’t counted on etc… etc… etc… since this is just a clip I don’t know where he was going with it. But it sounds more like he saying ukrainian military is more humane with regards to how they treat people than the russians.
MY point is that you and your type will just say a thing based purely on propaganda.

It might be considered racist a bit. I don’t know because I don’t have the full video so not sure where he was headed with it. As I mentioned it seemed like he was setting up to compare how Russian military is treating people less humanely than the ukrainian military.
What he’s definite NOT saying is Asians are subhuman and Russians are Asians and therefore also subhuman.
It’s kind of why I said my initial comment- “oh russophobia isn’t real” is a propaganda technique to try to spread the thoughts that people just hate Russians for Russians sake- when if I take an equally touted stance of all Ukrainians are nazis as being equally ridiculous.
