He lied on the form, doesn’t matter why, it was a crime. He came to an agreement to plead guilty with the prosecution that was thrown out. If he were anyone other than the president’s son, it wouldn’t have been, and he is at personal risk from a justice department with no accountability or integrity and a mandate to punish the soon-to-be president’s political enemies, only because he is the soon-to-be-former president’s son.

The president only has the power to pardon federal crimes. Your state level crimes are at the mercy of your governor. This is not a failure of action or policy on Joe Biden’s part, but a feature of the system of checks and balances within our government. Complain to your local legislature.
