You definitely do not want to generate TOTPs in your password manager. That makes it a single point of failure in the event of a breach.

To clarify, by “admin” I mean the owner of the instance server, not necessarily people being granted admin privileges.

Point is they are not private.

Admins almost certainty have database access.
