Although his identity is unknown he goes by カルロ・ゼン(Karuro Zen) A reference to Carlo Zeno who was a Venetian admiral in the 1360~. Theres nothing really remarkable about him except his alleged adoption in modern nationalism in Italy. Although the only references I can find are of boted twitter comments.

He also made an essay on 731 in the 小説すばる but in one of the 2017 vers that is not in circulation or archived so I doubt we’ll know its contents.

The most you can confirm is he has an interest in WW2 aesthetics and alternate history as confessed on his own account

I speak japanese and I haven’t been able to find information on it either. I don’t have a twitter so I can’t comment on if its changed but he doesn’t talk like how I interpet fascists too. I think he’s just conservative on happenstance. Much like how Americans who like guns tend to be conservative just because its the largest community that accepts guns and gun conversations.

I stopped watching the anime because the way characters talk upset me so I can’t attest to that.
