Under normal circumstances, yes. But it’s not full proof. Also TLS leaks a lot of data that is not raw content, so most ISPs don’t bother going further.
I was under the impression that Starlink intercepted and read the data packets through MitM technique, but as far as I can see that is not the case now. Might have changed or I was misinformed in the past. I updated my original comment.
Even if it’s encrypted starlink (isp) can still use other information such as times, IPs visited, volume of data.
