It’s significantly more complicated to use vs. Mac and Windows, absolutely, and if you say anything else, you’re just lying.
I would say it works very differently than what people are used to on Windows or Macs, and that there are still too many solutions that rely on the terminal. Additionally, the fact that different distros can have completely different ways to perform the same task doesn’t help with its adoption by non-techy people.
It sounds like you’re saying it’s more complicated.
But with more nuance.
More “complicated” is relative.
Seen people that their first OS is Android and consider any PC OS as hard to use, and Linux with Gnome as the easiest PC OS.
