I’ve always figured that “Japanese-sounding surname = Japanese order, otherwise English one”, but then you also have the exceptions like “Ceres Fauna” or “Gavis Bettel”… I guess they just randomly choose the order that sounds better (?)
With holo you get actual inconsistency, where EN members can be surname first or second, and you just kinda have to know :D
