Re-offending was highest among burglary and trespassing cases, where 87% of detected incidents involved a previous offender.

      It shows that there is not an effective system for preventing crime in the long term. The criminal corrections program is not providing people with skills to reenter and contribute to society.

        No surprises when it’s not oriented around rehabilitation and private industry is involved (making assumptions here that Ireland is like most of the western world)
