My opinion, opposite from others, is start with a cheap one and see if you even like the concept. Maybe you don’t even like bullet vibes. You can learn that for 20 euros or 200. I think, better to buy a cheap one first and upgrade once you know you like it.
Do you actually want something that works through your phone? That’s a lot of hassle and if you are using it on yourself. Your phone will get all gooey. It’ll be difficult to hold the phone and the vibe at the same time. If you aren’t already looking at your phone, going into it will be distracting.
