Botanically they are. Culinary they are not.
Some languages split the word “fruit” up in those two cases. In Dutch for example, the botanical definition of fruit translates to “vrucht” whereas the culinary definition translates to “fruit”.
So, a tomato is a “vrucht” but it’s not “fruit”
