After staring at the tiles for 30 seconds I found the pattern (4 aligned rows followed by an offset row), but… why the hell would you lay these out like that? It looks so jumbled.

I see four columns that are aligned straight. From your perspective, the four aligned columns kind of look like a runway. Will Rogers has four runways. That’s my only guess.
