“To cap” is to lie, to exaggerate, to bullshit. It can be also used as a noun; “that’s cap” = “that’s bullshit”. Originally AAVE slang.
So “no cap” = “honestly, saying the truth”.
I understood that “no cap + rizz” as “seriously, this is cool”.
